Limit Front Range Growth to One Percent Annually?


Daniel Hayes is pushing for a state constitution amendment which would cap residential housing growth at one percent for the Front Range, from El Paso to Larimer counties, including Boulder and Weld counties. With enough signatures the issue would appear on the 2018 ballot and if adopted take effect in 2019 and 2020. Citizens could vote to lift the cap in 2021.

With more than a million people moving to Colorado since 2000, Hayes argues the state's 2 percent annual growth is overwhelming. Critics argue the amendment would artificially increase housing prices and hurt affordability.
